I AM directed by the Secretary of State for the Colonies to transmit to you, with reference to letter to the Colonial Office of the 17th January, copy of a telegram from the Governor of Hong Kong on the subject of the taxation of foreign opium at Canton.

[Received February 2, 1911.] SUPPORT strongly protest made by Hong Kong Chamber of Commerce conveyed to Foreign Office telegram from Hewett 1st February, against increasing by 200 dollars per chest Canton opium tax; urge strongly that steps should be taken to secure entire removal of tax.
